SEBRA - The South East Bayswater Residents Association was formed in 1970 and works to promote the interests of residents in the area.  SEBRA represents some 1,000 residents across the region. We hold several events each year and welcome members to the annual Summer Garden Party and the SEBRA Annual General Meeting. SEBRA isa non-profit, non party-political, voluntary organization and really worth joining

Challenge Your Parking Ticket

 
 

If you recieve a parking ticket that you feel is genuinely unjust, rather than getting a ticket when you are 30 minutes late back to your car, it may well be worth challenging. You need to know the rules and you should be ready to fight it beyond the first stages as the council will often reject your first appeal and you should be prepared to go to adjudication. The following links are a very good place to start.

Surprisingly Westminster publishes a very usefull document called the Parking Enforcemet Protocol [Code of Practice] which defines the rules on how parking wardens should issue parking tickets. This is normally a good place to start ones fight to see if the parking ticket has been issued in accordance with Westminster's regulations.

London Motorist Action Group [LMAG] aim to 'EMPOWER London motorists in their fight against parking enforcement'. It is an excellent resource containing links to everything you need to fight your case. including the various Acts of Parliments, Statutory Regulations and Codes of Practice that set out parking regulations and determin how parkning tickets should be issued.

London Parking and Traffic Appeals Service is the independent organisation set up to consider motorists' appeals that have not been resolved by councils. It fully explains the service it provides and how to make an appeal. It also has reports of 'Key Cases' it has considered - very useful.

NB Westminster has recently started issuing parking tickets remotely by CCTV - it appears that Westminster is failing to follow the Traffic Management Acts statutory guidlines and codes of practice as well as Westminsters own CCTV and Parking codes of practice with the issuing tickets by CCTV. Most importantly these failings include, not putting up CCTV enforcement signs at the entrance to enforced zones, not allowing the correct amount of loading and unloading time nor allowing passenger to be picked up or dropped off on yellow lines as per Traffic Management Act. Therefore, with a little research, it is worth challenging any parking ticket recieved that has been issued by CCTV.
